WHAT IS POLICY GOVERNANCE?
|
|
|
Policy GovernanceŽ, designed by Atlanta-based Dr. John
Carver, is a set of conceptually complete and internally
consistent principles that address the job of any governing
board. It proposes a method of governance that ensures a
board's ability to be accountable for the organization it
governs. The delegation principles of Policy Governance
enhance the accountability of staff to the board, and allow
the board to control staff actions and decisions without
interfering in their work or reducing their prerogatives.

What They Are Saying About Policy Governance

- Rev. R. Lamb, member of the Lake of the Woods District Hospital Board
|
"Almost as if by magic, Policy Governance focuses a board
on the desired future for the organization and places the full
responsibility for attaining the board's vision where it
belongs - squarely on the CEO. As a complete policy model, the
CEO is provided the freedom to innovate and the board receives
its assurances through the complete and effective monitoring.
A "win-win" for the organization."
- Ray Henry,
Director, Texas County and District Retirement
System

"Thinking outside the box" has been used so much in the
business community and in our society that it has become a
cliche. The problem is that even when you're outside the box,
the box still exists, imposing its limitations to a certain
extent or at least providing points of reference. Policy
Governance has taken us so far outside the box that the box no
longer exists. It encourages the mind to explore options that
have no bounds, allowing one to consider all
possibilities."
- Gerald L. Anderson, P.Ag.,
President, 2004-2005, Alberta Institute of
Agrologists

[Concerning the balance of the investment in time and
effort versus the value of governing with Policy Governance:]
"We would never even think about going back to the way that
our board used to govern and lead."
- Randy
Dykhuis, Executive Director, Michigan Library Consortium
Lansing, MI
|
"In this era of standards-based
reform, high stakes accountability, and proficiency for all,
Policy Governance provides the best approach to governance.
Whether you are a part of a high-performing board of education
or a board who is struggling, I highly recommend your
consideration of the PG [Policy Governance]
model."
- Peg Portscheller, Executive Director,
Colorado Association of School Executives,
1.03
|
"...last night's meeting was one of the most productive
meetings I have attended in many years.
I think the Board
is really on the right track with Policy Governance and
dealing with the big picture of
the District and its
educational policy and goals, rather than continuing to be
mired down with everyday
administrative
details.
- James A. Grimsley III, attorney at law,
Tupper, Grimsley & Dean, P.A. Beaufort, SC 8.15.01,
Counsel to the Beaufort County School
District

"Policy Governance provided the structure that Durango
School District needed to align the district's mission and
operations to support student achievement. The accountability
imposed on the board and superintendent maintains the
district's focus on student achievement and helps guide
decision-making to direct resources where they will benefit
students most."
- Dr. Mary Barter, superintendent,
Durango School District, CO 2.24.03
|
"I was chair of the Michigan Library Consortium Board the
year that we began implementing Policy Governance. The time
and effort that we put into this process was well worth
it:
- Board members were better prepared for meetings
-
We obtained much better information to monitor organizational
performance
- We had useful, agreed upon criteria for
evaluating the Executive Director."
- Tim Richards,
Director, Mardigian Library, University of
Michigan-Dearborn
|
"After working with Policy Governance for several years, I
see real value in how the model defines roles and creates
accountability. As a board member, I sleep well at night
knowing that a clear limitation of authority has been outlined
for the CEO and is being actively monitored. Developing ends
policies is more difficult, but even there, I think our board
has set a clear, although broad, direction for the
organization. From the CEO perspective, I like the
clarification of the limits of my authority. Actually, I have
been granted increased authority under Policy Governance. By
clarifying the boundaries, I discovered that I was restricting
myself in number of areas because my authority previously was
not clear. The credit union board needs to do more work on
Ends, but progress is being made."
- Al Strawn,
CEO, Matanuska Valley Federal Credit Union, and CGO, Matanuska
Telephone Association

"Policy GovernanceŽ has been fully implemented by the
Board of Directors of Kappa Omicron Nu. The Board values its
role in prioritizing Ends and not prescribing the means for
achievement; it is empowering to spend its valuable time on a
future orientation and on strategic leadership (not on
administrative detail). The Executive Director is empowered by
the clear distinction of board and staff roles and by the
opportunity for unfettered creativity. Members cherish the
formal opportunity to prioritize needs and possibilities for
the future. One piece of advice to organizations considering
Policy Governance: the significant time spent on annual board
training has paid off in the continuing enhancement of the
strength and vitality of Kappa Omicron Nu."

Dorothy Mitstifer, Executive Director, Kappa Omicron Nu Honor
